Powell Street Rebuild Protects a Rate Premium

Public Works starts the Powell Street rebuild on 15 December 2026 and ends the contract on 30 November 2027. Twelve hotels sit within 75 metres of the corridor. The rate premium those properties charge rests on air service, the Moscone calendar and the citywide occupancy rate, and the rebuild's measurable gain is boarding time and kerb time.

The position

Construction on Powell Street starts on 15 December 2026 and the contract ends on 30 November 2027. That is eleven and a half months of work across three blocks between Market and Geary. Twelve hotels trade on that pavement.

The rebuild protects the rate premium those hotels already charge. Air service, the Moscone calendar and the citywide occupancy rate set the market, and a rebuilt footway moves none of the three.

Public Works put Clark Construction Group - California forward for pre-construction services in February 2026 at $1,047,819 over 180 days. The commission raised the total not-to-exceed to $34,153,810 on 8 October 2026, with $32,305,991 of that in construction over 510 days. Notice to proceed is 5 November 2026.

The San Francisco Downtown Development Corporation committed $14.5 million on 2 June 2026. The two sums total $48.65 million and they buy different things, so keep them apart in the budget file.

What the money builds

Market to Ellis becomes a shared street, carrying cable cars and no general traffic. Ellis to Geary keeps two lanes of 10 to 11 feet for cable cars and limited vehicles. Sidewalks run 12 to 15 feet today and are rebuilt to 20 feet. Four loading zones serve the segment. The cable car stops at O'Farrell and Geary consolidate into two mid-block stops. A lantern 45 feet tall and 25 feet wide sits on 20-foot CIDH piles at the Market Street end.

Subsidewalk basement work touches 22 addresses between 35 and 247 Powell Street. Roof slabs, beams and columns get reinforced, replaced or repaired, and freight lifts and vaults get preserved or relocated. A merchant takes a delivery around that work for eleven months, and a hotel on the same pavement takes linen, food and guest luggage in through the same kerb.

The guest's first ninety seconds

Twelve hotels sit within 75 metres of the corridor, measured on 19 October 2026 from each property's centre point to the segment between Market and Geary. Hotel Union Square is 1.3 metres off that line. Herbert 13, Barnes 19, citizenM 24, St. Moritz 35, Stratford 39, Bartlett 48, Handlery 50, Westin St. Francis 54, Holiday Inn Express 58, Hotel Fusion 66, Axiom 71.

Powell Street draws more than 28,000 visitors a day, and the Downtown Development Corporation reports foot traffic up nearly 20 percent year over year. Both counts predate the first cone.

A guest who asks the desk for the cable car wait gets an answer built from the queue at Powell and Market. Consolidated stops change the walk, and a shared street changes the crossing.

The evidence to accept in the first quarter

Four measurements, taken in the ninety days after the ribbon-cutting.

First, boarding time at the turnaround, sampled at 8 a.m. and 2 p.m. on a weekday and on a Saturday. Second, kerb time, from a vehicle stopping between Ellis and Geary to the guest standing in a lobby. Third, the delivery window at the four loading zones, set against what each merchant says it needs. Fourth, corridor occupancy read against the citywide series.

A 20 percent improvement in the first three is a pass. The fourth needs four quarters of paid data. A merchant's quote, a photograph of an empty pavement and a counter installed by a sponsor are not evidence.

Four answers the record has not settled

The duration reads four ways. The CEQA description says 545 calendar days. Resolution 2026-0088 recites 570. The agenda summary reads 630. The resolution's operative total reads 750.

No closure calendar is published. No work-hour band is published. No per-property loading assignment is published. A record that disagrees four ways on duration will disagree on a loading zone, so ask for the assignment in writing before signing a group contract for the winter of 2026-27.

The winter group contract

A meeting planner books a date and a set-down point, and the four loading zones move during the contract. Put the alternative kerb in the contract, in writing, with a named street segment.

The forecast the ribbon lands on

San Francisco Travel forecasts 70.7 percent occupancy, a $266.16 average daily rate and $188.06 revenue per available room for 2026. The 2027 forecast is 72.1 percent, $271.43 and $195.61. The ribbon falls at the end of that curve.

Measure the ninety seconds. Publish the boarding wait. Tell a planner what the corner will look like on the date they need it.
