Balboa Reservoir Files 704 Units With No Lodging in the Plan

Permits for three apartment buildings at the Balboa Reservoir bring 704 of the master plan's 1,100 homes into motion, with Block A and Block E already under construction. The city's programme for the site lists housing, open space and a childcare facility, and carries no lodging element.

The permits on the record

SF YIMBY reported on 6 September 2026 that new building permits had been filed for three apartment buildings at the Balboa Reservoir, across from the City College of San Francisco campus. Two filings carry the apartments. Blocks C and D arrive together as 243 market-rate units at 198 Wisteria Lane, built as Type 3A structures over Type 1A podiums. Block G carries 164 apartments: 61 one-bedrooms, 89 two-bedrooms and 14 three-bedrooms, designed by Pyatok for AvalonBay Communities, with parking for 206 cars and 118 bicycles. The third filing covers 170 Meyer Lane, a five-storey mixed-use project with 174 apartments and a podium garage.

Two affordable buildings are already under construction at the site. Block A carries 159 units and Block E carries 128. SF YIMBY puts the first phase at 288 units. With the September filings, the developers are advancing 704 of the master plan's 1,100 units, and the first phase completes as early as 2028.

The set-aside on the city's record

SF Planning's project page sets the programme at approximately 1,100 homes, 50 percent affordable, around 550 units including 150 affordable educator units, and a minimum of 40 percent two-bedroom or larger. The page also lists approximately 4 acres of new open space, the two-acre Reservoir Park, a new street network and a new childcare facility. The master plan and development agreement were approved in August 2020, and the enacting legislation took effect on 28 August 2020.

The loan committee record for Building E, dated 4 April 2025, carries the affordability bands and the schedule. Building E is a seven-storey, 100 percent affordable building with 128 family units: 56 one-bedrooms, 39 two-bedrooms, 32 three-bedrooms and a two-bedroom manager's unit. Thirty-one units are restricted at 40 percent of area median income, 36 at 65 percent and 60 at 80 percent. The building carries bicycle storage at one space per unit and no parking on site. The record puts total development cost at $151,638,485, or $1,184,676 per unit, with Nibbi and Pilot JV as general contractor. It anticipates closing construction financing by 30 June 2025, vertical construction from October 2025, a temporary certificate of occupancy in October 2027 and full lease-up in April 2028.

What a corridor hotel can measure

One mapped lodging property sits near the site. Overpass returns Mission Inn San Francisco, a motel 1.12 miles from 11 Frida Kahlo Way on a haversine measurement from mapped coordinates. City College of San Francisco's Ocean campus sits 0.14 miles from the same address, and Balboa Park BART station 0.47 miles.

The programme the city publishes for the site lists housing, open space, a childcare facility and street work. It carries no lodging element.

The position

A master plan two-thirds filed does not change the lodging case on this record. Three inputs are measurable today: filed permits, the loan committee's schedule and the published income bands. None of them adds a room night inside the walking ring of the site.

The bands carry the one operator decision in the file. An owner underwriting an evening food and beverage outlet inside the Reservoir prices the resident base off 40, 65 and 80 percent of area median income as published.

The strongest objection

Blocks C, D and G place 243 market-rate units and 174 more apartments within a walk of the same corner, and AvalonBay underwrites its own absorption. The first phase delivers 288 homes by 2028. An owner who waits for delivered households prices its land after 1,100 homes have reset it.

The counterweight sits in the same file. The negative half of this case rests on an absent programme element, and an absence is not a demand study.

What would move the read

Three items would. A published lodging element inside the master plan. A certificate of occupancy in place of a filed permit. An occupancy and average-rate reading for the hotels trading on the corridor. Until one arrives, a pro forma for this site prices a corridor with one mapped motel inside 1.2 miles and two published completion windows, October 2027 and April 2028, for the buildings now rising.
