Opinion: the recovery block that pairs housing with a clinic, a lodge and a training floor

The Village stacks job training, a clinic, transitional housing and a recovery lodge on one block at 80 Julian Ave. beside 80 existing recovery beds.

The case for one block

The Village puts four programmes on one footprint at 80 Julian Ave. Two training floors sit under a behavioural-health clinic. Transitional housing and a women's addiction-recovery lodge sit above the clinic.

The block already runs an 80-bed substance-recovery and prevention programme at 56 Julian Ave. Friendship House Association of American Indians runs that programme and develops The Village.

The floor stack is explicit in the record. Culinary and tech training, small-business mentorship and an incubator for Native businesses occupy the first two floors. A behavioural-health clinic with the Native American Health Center takes the third. Transitional housing for women who leave Friendship House recovery programmes takes the fourth and fifth. A women's addiction-recovery lodge takes the sixth.

Co-location carries the plan. The published record carries its risk beside it.

What co-location buys the neighbourhood

A woman who graduates from a Friendship House recovery programme can move into transitional housing a few feet from the programme she left. She can reach a clinic on the third floor of the same building. She can train on the first two floors.

The arrangement cuts travel between services for every resident the block serves. It keeps the service footprint on land the sponsor already controls.

It also puts the training floors beside the population they serve. A culinary or tech programme inside the building draws its students from the housing above it.

The programme that precedes the build

Friendship House runs 80 beds on the same street. A sponsor with a working programme and a known population can fill a building. The record names the 80 beds, the recovery programmes and the graduation route into the transitional floors.

The visioning years and the schedule they carry

Bratt described the project as years of visioning. He named workshopping, community engagement and partnership-building with local government and philanthropy.

That account reads two ways. It is a record of consent from a neighbourhood that has been asked before. It is also a schedule. Every year spent workshopping is a year the clinic, the lodge and the training floors did not operate.

What the record leaves open

The record names no training operator and no employer partner for the first two floors. It publishes no wage scale, no enrolled-seat count and no curriculum.

The 21-to-36 change covers group-housing units. The record publishes no total unit count and no affordability schedule.

Those open items sit beside the model. A training floor takes its shape from the operator and the wage scale that run it.

What replication would need

A second block of this kind needs a sponsor that already runs services on the site. The 80 beds at 56 Julian Ave. give this project its population.

It needs a health partner. The clinic runs with the Native American Health Center, which operates at 160 Capp St.

It needs a public lever on the programme. The group-housing count moved 21 to 36 at the request of the Mayor's Office of Housing and Community Development.

It needs a capital stack across three funding sources. The project has raised some $74 million from city, state and private dollars and needs $10 million more.

It needs land beside the programme that precedes it. The Village sits a few feet from the 80-bed operation on the same street.

The test for this model

Three published items decide how this model reads. A formal groundbreaking date was expected this summer. The remaining $10 million either closes or it does not. A September start against an 18-to-20-month build puts completion in spring 2028.

When the training floors name an operator and publish a wage scale, the co-location case gains the figure it lacks.
