The Position
Indiana's school board conference is base demand. It fills two weekdays at the Indiana Convention Center on a published attendance figure and a published price. It returns every year on the same two weekdays in the same building. Downtown room supply keeps growing. An owner who needs a dependable floor should carry this segment and price it accordingly.
What the Segment Books
The 77th ISBA/IAPSS Fall Conference runs 5 and 6 October 2026. The venue publisher forecasts 1,000 attendees. The organiser's exhibit hall page puts the audience at "over 1,000 school officials" and reports the hall sold out with a waitlist.
The organiser's agenda gives the shape of the two days. Registration opens Sunday 4 October from 10:00 a.m. to 2:00 p.m. Monday 5 October opens registration at 7:30 a.m., runs the general session 8:45 to 10:45 a.m., schedules clinics at 11:00 a.m. and again at 2:00 and 3:30 p.m., and serves lunch from noon to 2:00 p.m. Tuesday 6 October runs the general session 8:30 to 9:45 a.m. and clinics at 10:00 and 11:15 a.m. The final clinic ends at 12:15 p.m.
The Published Cost Shape
Attendance costs a flat $375 per person. The association publishes one price with no date tier, no early rate and no late rate. Two codes discount a board that travels with its superintendent. 5AND1TEAM takes $90 off a full five-member board and its superintendent. 7AND1TEAM takes $120 off a full seven-member board and its superintendent. Both come to $15 a head, which is the published measure of the party a district sends.
Payment runs through the registration invoice. The published path is the green Complete Registration button, then Add to Cart, then the blue Coupons button, then Checkout or Pay by Invoice. A district office uses Pay by Invoice.
Neither association publishes a room block, a rate, a cut-off date or a lodging page. No per-diem rate appears on either site. A district books its rooms at market in the party size the codes define, and the room list arrives when the district approves the trip.
The Indicator to Track
No publisher carries a district registration count for this conference. Three published figures stand in for it. The venue forecast 1,000 for the 2025 edition and 1,000 again for 2026. The exhibit hall sold out and keeps a waitlist. Business View Magazine put ISBA's member base at nearly 1,700 school board members and more than 2,000 local school officials in its 31 October 2025 profile, and IAPSS states on its own home page that it represents more than 400 education leaders.
Those figures give the addressable base. They do not give the paid count. Track the paid registration, because the room list follows it and no block exists to track.
The Recurrence Record
The 76th edition ran 15 and 16 September 2025 on the same forecast of 1,000. The 77th runs 5 and 6 October 2026. Both editions ran Monday and Tuesday in the same building. The dates moved twenty days later in the calendar.
A first-refusal or rate agreement keyed to a fixed October week needs a check against the published agenda each year.
The Risk Sits in Supply
Downtown Indianapolis holds 7,100 rooms at the venue's own count, and 4,700 of them connect to the Convention Center through skywalks. More than 1,500 rooms sat under construction at mid-year 2025, with 3,402 in final planning and 3,220 proposed. Signia by Hilton Indianapolis carries 814 rooms in Newmark's Midwest hotel report for a fourth-quarter 2026 delivery, 803 on the venue's expansion page, and 800 in Hilton's own releases.
Performance has turned. Newmark's fourth-quarter 2025 Midwest report, on Kalibri Labs data, puts the metro's year-to-date RevPAR change at minus 4.8 percent against minus 0.7 percent for the Midwest and minus 1.2 percent for the Top 104 U.S. markets. The metro's RevPAR index reads 0.914, second of 16 Midwest markets. The Downtown Indy Alliance snapshot, cited to CoStar and STR by REBusiness, puts downtown occupancy at 64.7 percent against 62.4 percent for the United States, with an average daily rate of $209.11 and RevPAR of $135.20.
A segment that returns at a flat 1,000 and a flat $375 is the base an owner holds while that supply lands. Underwrite it for stability, and leave the growth case to the compression the convention center expansion is meant to create.
The Week It Sits In
Sixteen events touch October 2026 on the venue's own calendar. The first starts 4 October and the last starts 28 October. The calendar carries nothing on Friday 2 or Saturday 3 October. The Gas Machinery Conference runs 4 to 7 October in the same building, so this conference shares its Monday and Tuesday with a second booking.
The venue publishes no breakfast function for this conference on either morning. The Monday lunch is the only meal function, and it sits inside the venue's own noon to 2:00 p.m. window. The Facility Guide states that Sodexo Live! holds exclusive food and beverage rights inside the complex, and that purchases carry 7 percent Indiana sales tax plus a 2 percent Marion County food and beverage tax. A hotel holding this group funds the breakfast and the coffee between clinic blocks.
