The I-65 Contract Terms an Owner or Supplier Can Price

INDOT's $131.30 million I-65 package carries one design-bid-build contract, two published completion dates and eight change orders worth 0.2 percent of the award.

The package

INDOT is adding one travel lane in each direction on five miles of I-65 on the southeast side of Indianapolis. The corridor runs from north of the I-465 interchange to just south of Washington Street. Most of the new lane occupies the inside shoulder already in place. The southern third of the work widens to the outside. The existing road carries six through lanes, three in each direction, with ramp lanes near the interchanges. At completion the corridor carries four travel lanes in each direction between I-465 and I-70.

INDOT awarded the contract to Milestone Contractors, L.P. on 25 March 2025. Procurement runs as design-bid-build. Three lead designation numbers carry the scope: 1400073 for corridor improvements, 1901498 for I-65/I-70 pavement replacement and 2101625 for removal of an abandoned railroad bridge.

The money and its split

The certified Financial Plan Annual Update puts the total estimated project cost at $131.30 million in year-of-expenditure dollars. Construction is $112.73 million, preliminary engineering and design $12.39 million, construction engineering and inspection $2.45 million, utility and railroad $3.71 million, and right of way $0.01 million.

The State Highway Fund carries $101.52 million against a federal subtotal of $29.79 million. INDOT states the plan eliminates issuance, interest and borrowing costs, and that progress payments come from state and federal funds appropriated to the department. Inflation is assumed at 3 percent a year.

The estimate rose $8.89 million, or 7.3 percent, over the Initial Financial Plan. INDOT names the construction contract award and utility conflicts: $4.26 million on construction, $3.60 million on utility and railroad, $0.65 million on engineering and design and $0.37 million on inspection. Change orders total $0.28 million, or 0.2 percent of the original contract award, across eight changes. INDOT puts its payments at 1.3 percent of its capital program from fiscal 2024 through 2027.

Two completion dates

The plan's procurement table lists the letting on 26 February 2025, the commencement of construction on 20 May 2025, substantial completion on 25 January 2027 and final completion on 4 January 2028. The plan is certified 8 December 2025.

The project's own pages read differently on the near date. The FAQ states the work is expected to be substantially complete at the end of 2026 with no traffic restrictions planned in 2027. The quarterly snapshot of 6 August 2026 reports the project on schedule for substantial completion at the end of this year. Both windows stand on the record, and each carries its own publisher.

The plan also moved substantial completion of the Keystone Avenue work from January 2027 to May 2027 and states the mainline date is unchanged.

Where the corridor stands

The 6 August 2026 snapshot counts 10 ramps under reconstruction across the corridor and six open to traffic. Crews are improving the Raymond Street ramps, with an expected opening in early fall.

The notice of 10 September 2026 moved southbound I-65 traffic onto new roadway between Morris Street and Keystone Avenue and reopened the southbound Raymond Street ramps. Four further ramps closed across an overnight Saturday window, and the notice states delays are expected.

The notice of 21 September 2026 sets the next pattern. Southbound I-65 opens to three lanes between Michigan Street and Ohio Street on Friday 25 September. The adjacent southbound I-65/I-70 collector-distributor closes south of Ohio Street, and the Fletcher Avenue exit closes with it. The exits to Michigan and Ohio Streets stay open, and a driver reaches westbound I-70 by continuing south on I-65. The pattern holds through late this year. Overnight closures run 9 p.m. to 5 a.m. through that week.

Two constraints hold through the fourth quarter. I-65 stays at two lanes in each direction between I-465 and I-70 until all lanes open late in 2026. A 45 mph construction-zone limit applies for the duration of the project.

What the file still needs

The FAQ sets the standard the package is built to. The purpose and need runs to design year 2045, with at least ten years of added pavement life, at least ten years of added bridge service life and a condition rating of at least 7 out of 9 on rehabilitated bridges. The same FAQ places the project outside the ProPEL Indy study, which covers I-65 and I-70 inside the I-465 loop.

No publisher has printed a post-2027 measure for the corridor. There is no traffic count, no travel-time baseline and no monitoring commitment. No reopening date sits on the record for the four remaining ramps, and no date is published for the lifting of the 45 mph limit. No frontage land-use plan along the corridor is published either.

The terms to hold

An owner or a supplier prices this package off three published figures: the $131.30 million total, the $0.28 million change-order line and the 1.3 percent share of the capital program. The delivery risk sits in the gap between the two completion dates and in the four ramps still closed.

Write the corridor's post-2027 measure into the same request as the completion certificate. INDOT has published the carriageway, the cost and the standard. It has not published what the extra lane did.
