The Mandate, as Published
Music for All runs the Bands of America championships. Its 2026 Fall Housing Bureau policy covers Grand Nationals and the Super Regional Championships at Indianapolis and St. Louis. Every competing band and every exhibition band that uses hotel accommodation must book through the BOA Housing Bureau. The policy defines a booster group as parents or boosters who consolidate and make collective sleeping room arrangements.
A band that violates the policy will not be permitted to perform and forfeits all enrollment fees.
The Indianapolis Super Regional runs October 16-17, 2026 at Lucas Oil Stadium. The organiser's participation list, last updated September 24, 2026, carries 92 competing bands: 60 on Friday from 7:00 a.m. to 10:45 p.m. and 32 on Saturday from 7:00 a.m. to 3:00 p.m. Sixty-six bands come from Indiana and 26 from nine other states. Fourteen advance to Finals.
What the Organiser Says the Bureau Is For
The policy states three purposes. The bureau secures and assures the availability of hotel rooms. It secures the lowest best available large group and event pricing. It accommodates the needs of participating bands.
Music for All gives the scale. Grand Nationals is a large-scale, "city wide" event in the organiser's own words. It occupies almost half the inventory of suitable Indianapolis hotel accommodations, including more than half of the downtown Indianapolis "premium" properties.
The document names the contractual exposure. Music for All signs firm contracts with monetary guarantees for venue space and sleeping rooms, called attrition clauses. The organiser states that its 2026 Fall participants are filling guest rooms contracted as early as 2020. A footnote records commitments for Grand Nationals and a Super Regional in Indianapolis through 2030, for Super Regionals in St. Louis through 2030, and in San Antonio through 2028.
The Case Rests on a Counted Booking Record
The policy sets out what the organiser owes its host communities. Music for All must make the case for its value there. Its commitments include a measurable and proven track record of housing bookings and the value of proven multi-year commitments.
A bureau turns a band's room need into a booking file. A hotelier, a convention and visitor association and a stadium authority can each read that file.
The mandate is defensible on these published terms. A citywide youth championship that guarantees money to a venue years in advance carries real risk. A bureau spreads the room obligation across enough properties to carry it.
The Disclosure Sentence
Music for All discloses its financial interest. The policy states that operating a housing bureau provides direct financial support to the related events and generally to the organization and its mission.
The document states the mechanism. "MFA's negotiated hotel rates include modest financial support and commissions from participating hotels intended to support the overall operations, administrative investment, and assumed contractual risks."
The document states the constraint too. Music for All is a 501(c)(3) not-for-profit organisation, so all revenues must be used to support its mission under federal and state law.
That sentence carries the mandate. A director who books through a bureau needs to know who earns on the rate. The organiser publishes the fact inside the policy document, so it is a term of the arrangement.
Where the Disclosure Stops
The disclosure states a mechanism and no figure. It publishes no percentage and no per-room amount. It does not separate the "modest financial support" from the "commissions".
The sentence lives in the policy document. The housing bureau landing page returns zero occurrences of the word "commission" and zero of the word "modest". A band director reading that page alone finds the organiser's stated goal, the links to the two timelines, the individual-booking terms and the housing forms.
The document that would let a band test the rate is unpublished. The landing page lists a 2026 Indianapolis Super Regional Housing Reference Guide under Quick Links. That entry renders as plain text with no link. Four documents resolve from the page: the policy and process, two timelines, and a Ballad Health East Tennessee Regional hotel-partner sheet carrying per-property rates for the Johnson City Regional.
Two gaps follow: an unquantified commission, and a rate sheet no reader can open. Each makes the arrangement harder to check.
The One-Night Group Is the Hardest to Place
The policy gives one operational fact for a finals weekend. "The most difficult groups to place are those only staying one-night." The document adds that a one-night group may need more time to place, so that the bureau can pair it with other participants and with its own contractual obligations.
The document separates downtown from suburban properties. All downtown hotels charge for parking, at both full-service and select-service levels. Suburban properties generally have room for buses and trucks at little to no additional cost. Downtown hotels cannot accommodate buses.
The Conditions That Hold It Up
A mandatory housing bureau with a published commission disclosure is the defensible model for a citywide youth championship. Three conditions hold it there.
The disclosure stays in the same document as the mandate. A director signing the mandate should not have to hunt for the financial interest in a second file.
The disclosure gains a figure. A percentage or a per-room amount would let a band director test the negotiated rate against the market.
The rate document arrives on the organiser's clock. The timeline sets the Housing Preference Form deadline at May 15, the assignment goal at July 15 and the completion goal at September 1. The final rooming list is due 45 days before the group arrives.
One further term matters here. Music for All does not require individuals attending its events to use the bureau. The bureau may release remaining inventory for individual booking after September 1, at the administrator's discretion.
The arrangement holds where a mandate, a stated contractual exposure, a stated financial interest and a published route out for everyone the rule need not bind all appear on the record together.
